I have a Bamboo plant in a glass vase with rocks around it?
And there is a nasty white film of some kind on the vase now and its pretty gross looking how can i clean that without hurting my plant. It is very healthy right now and i don't want to hurt its growth at all.

You won't hurt your plant by removing it and cleaning the vase. You should change the water at least every couple weeks anyway. I'm guessing the white film is caused by hard water. You can use distilled water instead.
