The fish has a white bubble over his eye?
Me and my boyfriend have 4 fish, one of them has a white bubble over one eye, it's quite big, and red around the edge, what could it be?
Sounds like pop eye, which can be caused by several things, predominantly by water quality problems.
What species of fish and how are you keeping it? What are the full water parameter readings? Improving any water quality problems, preferably isolating the fish and then treating it with an anti-bacterial medication should hopefully clear this up.
Edit: I love the "take it to the vet" answers - the vast majority of vets would stare at you like you have 2 heads if you presented them with a fish. They're pretty much cute furries only, occasionally reptile friendly, but they draw a line at aquatics.
